The City of Ekurhuleni’s financial management resembles a system under siege. The arrest of its own city manager now underscores this crisis.

Kagiso Lerutla appeared in the Boksburg Magistrate’s Court today after being detained at OR Tambo International Airport on Sunday, April 19, on his way back from Cape Town.

Lerutla stood alongside suspended Ekurhuleni Metropolitan Police Department (EMPD) Deputy Chief Julius Mkhwanazi. Police arrested Mkhwanazi at his home on April 18. Both face charges of corruption, fraud, and defeating the ends of justice.

The State alleges that in March 2019, the two conspired to evade court proceedings. After Lerutla received a speeding ticket and a court summons, he and Mkhwanazi allegedly recruited and paid a third party to impersonate Lerutla in court while he attended a job interview. The State further claims the impostor completed diversion documentation using Lerutla’s personal details.

The State formally declared its intention to oppose bail. The court postponed the matter to Thursday, April 23 for the formal bail hearing. Both Mkhwanazi and Lerutla will stay in custody until then.

These local arrests follow a disturbing national pattern. In a parallel case, Sergeant Fannie Nkosi’s explosive testimony at the Madlanga Commission — complete with cash-stuffed jackets and cartel links — has already exposed deep rot in Tshwane.


Ekurhuleni & Tshwane corruption cases reveal a wider municipal crisis

These incidents do not stand alone. They point to a coordinated assault on procurement systems and court processes. Allegations highlight deep-rooted corruption, weak oversight, and possible criminal conduct embedded within municipal operations across Gauteng.

However, it is not only Tshwane and Ekurhuleni that show a pattern of systemic corruption. Recent developments in Mpumalanga appear equally concerning. There, Kaizer Chiefs boss Bobby Motaung stands at the centre of alleged 5m SAPS interference claims.

Suspended Mpumalanga Police Commissioner Daphney Manamela alleges that Motaung paid National Police Commissioner Fannie Masemola R5m to suppress murder and fraud dockets linked to the R1.2 billion Mbombela Stadium contract — a deal the late Speaker Jimmy Mohlala flagged as illegal before his assassination in 2009.

Airport arrest: Law enforcement apprehended City Manager Lerutla at OR Tambo International Airport on Sunday, April 19, as he returned from Cape Town.

Court appearance: Lerutla and suspended EMPD Deputy Chief Mkhwanazi appeared together in the Boksburg Magistrate’s Court on Monday, April 20. Police arrested Mkhwanazi at his home on April 18.

Current status: Both will stay in custody. Their formal bail hearing begins on Thursday, April 23. The State opposes bail.

Charges: The pair face corruption, fraud, and defeating the ends of justice.


Tshwane corruption probe: Nkosi bail ruling and Mnisi tender links

While Ekurhuleni’s case dominates the court roll, Tshwane faces its own reckoning. Suspended Tshwane CFO Gareth Mnisi denies helping Sergeant Nkosi’s brother score a security tender worth nearly R3m.

WhatsApp evidence shows Nkosi sent Mnisi a list of seven companies with the message:

“our vehicles for land.”

Two of those companies later won tenders.

Mnisi claims he “played along” to expose interference. Commissioners rejected that explanation, noting Mnisi never told Nkosi to stop.

Meanwhile, Nkosi’s own bail application continued in the Pretoria North Magistrate’s Court on Monday (April 20). The prosecution described the suspended SAPS organised crime unit sergeant as a “master of evading justice”, arguing that his release could lead to witness interference. The court will rule on Nkosi’s bail application on Wednesday, April 22.

Nkosi earns a modest R16,500 a month but has amassed a fleet of motorbikes worth well over R1m. Police also recovered a hand grenade, state-owned ammunition, and R50,000 in cash during a raid on his home.


SAPS interference and Madlanga Commission findings show system under strain

These parallel cases point to a broader institutional breakdown. Since the President established this Commission of Inquiry, a clear pattern has emerged: police officials colluding with criminal cartels, municipal executives facing arrest over fraud schemes, and CFOs buying gifts for sergeants who then influence tenders.

Ongoing reporting into alleged justice system infiltration confirms these weaknesses run deep.
